Board of Directors


Ronald Rubin (Chairman of the Board of Directors)

Mr. Rubin has been involved with Valley Agriculture for over 50 years. He was associated with Fifield Land Company for 19 years, until 2002. In 2006, he founded Rubin Seeds, LLC with his son, Kurt. He is currently General Manager of Rubin Seeds, LLC. Earlier in his career, he was a farm and ranch Real Estate Appraiser, Loan Officer and Assistant Manager of the Federal Land Bank Association of El Centro. He has served as Branch Manager and Loan Officer for Imperial –Yuma Production Credit Association.

He is on the Board of Directors of the California Alfalfa Seed Research Board, Imperial County Farm Bureau Board of Directors, California Wheat Commission and Sacred Heart School Board.

Mr. Rubin earned a AS degree in Agricultural Engineering Technology from Imperial Valley College, and an BS degree in Agricultural Engineering from Cal Poly, San Luis Obispo.


Jordana Selwick (Director and Vice Chairwoman of the Board of Directors)

Ms. Selwick is actively involved in the management of Selwick’s rentals, which includes retail and housing. Ms. Selwick is a graduate of San Diego State University. She has served two terms on the City of Calexico’s Personnel Commission where she served as Chair twice. Ms. Selwick was a member of the (ARC) Association of Imperial Valley for ten years serving as Chairman for one term.


William J. Brandenberg (Director and Corporate Secretary)

Mr. Brandenberg was the Manager and owner of Meloland Cattle Company a 16,000 head custom feeding operation in El Centro for 33 years. He is a graduate of Cal Poly Pomona with degrees in Animal Science and Agricultural Business Management. Mr. Brandenberg has held several leadership positions at the state and national levels for the cattle industry over the past 40 years including Chairman of the California Beef Council, Chairman of the California Cattlemen’s Association Feeder Council, a member of the Cattlemen’s Beef Board serving as Administration Subcommittee Chairman, Chairman of NCBA Agriculture Policy Committee and Co-Chairman of the Beef Industry Long Range Plan. Mr. Brandenberg was the recipient of the California Livestock Man of the year award in 2010 and was a 4-H leader for 38 years and was named the Imperial County Farm Bureau Farmer of the Year in 2019.


Jon A. Edney (Director and President/CEO)

Mr. Edney is a founding member of Community Valley Bank. He has served on the Board of Directors since the inception of Community Valley Bank and previously served as Chairman of the Board of Directors. Mr. Edney has had a 30-year career in asset management and sales. Mr. Edney has served as President and CEO of Community Valley Bank since July of 2014, and as President and CEO of CMUV Bancorp since its formation. He is also the former President of Imperial Valley Real Estate Services, Inc.


Michael Bracken (Director)

Since 2002, Mr. Bracken has served as the Managing Partner and Chief Economist of Development Management Group, Inc., a business and economic development consulting company operating in Riverside, San Bernardino, San Diego, Kern and Imperial Counties. Mr. Bracken is a graduate of the California State University at San Bernardino with a B.A. degree in Marketing and a Master’s in Public Administration with an emphasis in Economic Development. He also serves as a Member of the Board of Directors for California State University San Bernardino and Desert Sands Unified School District Facility Development Corporation. Bracken is a past board member of the Riverside County Workforce Development Board.

Michael is also a competitive master’s level runner competing for the Jamul Toads and is a volunteer cross-country and track coach in the Coachella Valley.


Alejandro Calderon (Director)

Mr. Calderon is the President of Canizalez Associates, Inc. and for the past 31 years has worked as a Rehabilitation Counselor; Disability Case Manager; and Vocational Expert with offices in El Centro, San Diego, Chula Vista, and Escondido, California. Mr. Calderon’s educational background includes a Bachelor’s Degree in Psychology from UCSD; Master’s Degree in Educational Counseling from the University of Redlands; and a post graduate 21-unit graduate level Certificate in Disability Management and Rehabilitation Administration from SDSU. Other postgraduate studies include completion of the doctoral course work (81 units) in counseling psychology at the University of Humanistic Studies and California Institute for Human Science.

Thomas A. Martin (Director)

Mr. Martin has over 25 years of property management and real estate experience. He is a member of the Imperial Valley Board of Realtors and was one of the original founders and organizers of Community Valley Bank


W. Scott Slocum (Director)

Mr. Slocum is President of Winfield Development, Inc., a real estate development/construction company in San Diego and is a partner in real estate holdings of several multi-family residences located in El Centro. Mr. Slocum graduated from Chapman University, in Orange County, earning a Bachelor of Science degree in Business Administration, with an emphasis in Finance. Mr. Slocum is a licensed California General Contractor and is responsible for building and/or upgrade of the El Centro, Julian and Borrego Springs Branches for CVB. He also runs a small commercial herd of Red Angus in southern Idaho. Mr. Slocum is active in his community and contributes to special youth programs, both in San Diego and Imperial Counties.


Toni Umphreyville (Director and Special Assistant to CEO)

Ms. Umphreyville’s operations and financial management resume spans over several years in the banking and financial industry. For over thirty years, she has served as both a Chief Financial Officer (CFO) and Chief Operating Officer (COO) specifically in the Community Banking industry. She has performed the duties of CFO and COO in Orange County, San Diego County and the Imperial County. She also spent several years of her banking career in the data processing field that provided software systems to financial institutions. Ms. Umphreyville has been with Community Valley Bank (CVB) since April 2010. She began her career at CVB as a Consultant in April 2010 and became the CFO in September 2010. In 2018, she became a member on the Board of Directors at CVB. As of July 1, 2020, she retired from her full time duties as CFO and is now working part time at CVB as the Special Assistant to the CEO.


Vince Whittaker (Director)

Mr. Whittaker is a shareholder at Buchalter, APC.  Mr. Whittaker is an experienced federal and state trial lawyer with approximately two decades of experience handling high-stakes complex business litigation matters.  Mr. Whittaker has been representing banks since 2003.  From 2009 through 2013, Mr. Whittaker spent approximately seventy percent of his time representing banks exclusively, handling a myriad of issues including workouts for troubled loans.  Since that time, Mr. Whittaker has spent forty to sixty percent of his time representing banks, including a lengthy jury trial in which a judgment was obtained in favor of a community bank.  Mr. Whittaker focuses on a multitude of subject matter areas including agriculture, lender liability, complex real estate matters, construction disputes, breach of contract, employment discrimination, negligent misrepresentation and fraud, trade secret and unfair competition, shareholder and partnership disputes, and a wide variety of other commercial business disputes.  He has also served as a devoted corporate advisor for small to mid-sized private businesses and governmental agencies.  Additionally, Mr. Whittaker has significant experience handling binding arbitrations and has successfully resolved many complex disputes through other alternative dispute resolution processes, including early neutral evaluation programs and mediation.  Recognized as an effective and respected mediator himself, he has handled hundreds of mediations as a neutral party during his career.
